It appears that in March 1891 serious disturbances took
place in the City of Victoria between two Chinese clans and certain
provisions of the Peace Preservation Ordinance had to be brought into
force. Revolvers and other arms were freely used. The Capt. Superintend-
ent of Police, Mr. May, presented a report and pointed out the necessity
for an alteration in the law. Accordingly a committee was appointed
consisting of the Registrar General, the Capt. Superintendent of Police,
Dr. Ho Kai, Mr. Francis Q.G., Mr. Wei Ayuk and Mr. Li Shing. The committer
reported in October 1894 as follows:-

We are of opinion that "The Aras consolidation
Ordinanee 1891" should be amended in the following respects.
(1) Section 5.In addition to the carrying of arms, the "possession"

ing law) without due authority should be prohibited.
(2)"Due Authority" should be a licence to possess arms grantable in the
same manner as a licence to carry aras under section 3 of the arms
Consolidation Ordinance, as amend by section 3 of Ordinance NO.4 01/1892.
All licences granted as above should be issued for a
limited period only, otherwise the restriction on the sale of aras
which we are recommending in a subsequent paragraph under this heading
might be evaded.
(3) All owners of trading junks or fishing junks excepted under section
1.
